OpenPanel public 2: Galaxy overview explicit instant bounds

Extract source.tar.gz and enter openpanel-overview-instants-cd24bb8-r1/.
This complete source retains the earlier account-scope and P18 search-series changes.
The operational image is galaxy-openpanel-api:2-overview-instants-20261024-r1,
sha256:71b292723ec60be814b4a0649b2f5b2cc4610cc1117aa9baf636f39ada67ef42.
Its tested runner retains the exact previously active P18 dependency layer.
Dockerfile.overview-instants and Dockerfile.overview-runner-tail record that build.

For an independent source build, Dockerfile.overview-standalone provides the
retained native build/runner stages and frozen lock. From the extracted root:
docker build -f Dockerfile.overview-standalone --target build -t galaxy-openpanel-build:2-overview-instants-source .
docker build -f Dockerfile.overview-standalone --target runner -t galaxy-openpanel-api:2-overview-instants-source .
This standalone recipe was not separately built and is not claimed bit-identical.

modifications, verification limits, AI-agent deployment and rollback instructions.
Only explicit-offset overview bounds change; the native project timezone and
legacy date-only/local-date behavior remain. No analytics events are fabricated.
Existing corresponding-source archives remain available at their original URLs.
